נציגות טורונטו נדרשת לעבור למבנה חדש, עקב אי חידוש הסכם שכירות מצד בעל המבנה. לצורך כך פנתה הנציגות ל - 7 קבלנים מקומיים לקבלת הצעת מחיר, 4 קבלנים השיבו בהצעות מחיר ו -3 החליטו לא להשתתף בהליך. בנוסף, הנציגות עשתה ממ נוסף עם הקבלנים והתקבלו הצעות מחיר מתוקנות. לאור התנהלות הנציגות מאשרת ועדת המכרזים את בקשת אגף משאבים חומריים לערוך התקשרות עם PENACOM קבלן מקומי לצורך עבודות בינוי והתאמה במשרדי הנצ
