Framework agreements are the dominant vehicle at national level—governments establish approved supplier lists through rigorous evaluation, then issue competitive mini-competitions within the framework. Direct-award exceptions exist for urgent needs and sole-source proprietary systems, though these are narrowing under transparency pressure.

Vendors entering public sector IT must navigate specific requirements: data-sovereignty rules dictating where government data may be stored, accessibility standards (WCAG), security accreditation (ISO 27001, government-specific schemes like FedRAMP or Cyber Essentials), and interoperability mandates. Evaluation criteria increasingly weight total cost of ownership, vendor lock-in risk, and transition plans alongside price—making technical bid quality as important as day-rate competitiveness.
