חברת נתיבי ישראל בע"מ ( להלן – החברה ) היא חברה ממשלתית בבעלות מלאה, מהווה זרוע ביצוע של הממשלה החברה הוקמה בהמשך להחלטת ממשלה מס' 779 מיום 15.9.2003 כחברה ממשלתית לטובת תכנון , פיתוח, אחזקה וניהול תנועה של רשת הכבישים הבין עירונית . בהתאם לתקנה 3ד לתקנות חובת המכרזים, וועדת הפטור המשרדית אישרה את הסכם המסגרת עם חברת נתיבי ישראל . בע"מ ואת עמידתו בעקרונות שנקבעו בהחלטת הקבינט הכלכלי חברתי מיום 15.
