לפני כשנתיים שונתה תקנת התעבורה בנוגע למתן היתר לנהיגת מלגזה אשר מחייבת לעבור השתלמות ומבחן מעשי לצורך קבלת ההיתר. לאור זאת משרדי הרישוי מחוייבים במתן היתר לנהיגת מלגזה לציבור המבקשים (קיימת דרישה רבה בקרב אוכלוסיית החקלאים, בנמלי הים ובמפעלים) אך בהיעדר עובדים/בוחנים באגף הרישוי שעברו הכשרה ייחודית להיות מדריכי מלגזה לציבור מבקשים אלו.
