Vendors—contractors, pavement engineers, bridge designers, geotechnical firms, traffic management system suppliers, and tolling technology companies—compete in a market where pre-qualification, bonding capacity, and demonstrable experience on comparable schemes are threshold criteria. Monitoring tender pipelines early is critical because mobilization planning for major road projects begins well before contract award.
