1. משרד הבריאות מעניק שירותי טיפות חלב לתושבי המדינה ובכללם לתושבי שני כפרים אשר נמצאים מעבר לעוטף ירושלים בהם חיים תושבים ישראלים בעלי תעודות זהות כחולות הזכאים לשירות טיפת חלב כחוק. 2. בשנת 2001, לאחר פסיקת בג"צ פורסם מכרז שלא הוגשו בו הצעות פרט לעמותת חא'ג עיסה ג'ועבה. ולאחר בדיקת כלל האפשרויות הוחלט להתקשר עם עמותת חאג' עיסא ג'ועבה למתן שירותי טיפת חלב. 3. במהלך השנים נעשתה בדיקה למציאת גופים
