ועדת המכרזים מאשרת את בקשת משרד ראש הממשלה להזמין שירות כיבוי אש על ידי מטוס כיבוי מסוג בואינג 747 סופרטנקר לצורך סיוע בכיבוי השרפות. לפי החלטת רוהמ המטוס נחת ביום שישי (25/11) במקביל לחתימת הסכם בין משרד החוץ ובין הספק ועזב ביום שלישי (29/11). מערכת המנוף לא מאפשרת להכניס תאריכים רטרואקטיבים ולכן נרשמו תאריכים אחרים בתקופת ההתקשרות.
