עודפים הרשאה לשימוש, עודפים שטח העסקה 11905.0 בישוב חורה בעקבות עבודות עפר שמבצע היזם בשטח, נוצרו בעיות בטחותיות בשל מערומי העפר. היות ומדובר בתהליך בהתהוות במובן זה שעל העפר להיות מפונה במקביל לביצוע העבודות , ואין אפשרות להקצות ליזם מקום לערום את העפר ולאחר מכן למכרז את העודפים בצורה מסודרת בנקודת זמן זו, היזם הוא היחיד היכול לבצע זאת.מבקשת. ממולץ לאשר לבצע הפינוי בכמות של 6,500 קוב בכפוף לתשלום
