בהתאם להסכם המסגרת להעסקת עובדים זרים ולנספח לענף הבנייה שנחתם בין ממשלת ישראל לממשלות בולגריה, מולדובה, רומניה וממשלות נוספות עימן מתנהל מומ, ולאור מודל המיון החדש שאושר בועדה הבינמשרדית להסכמים בילטראליים הקובע כי מיון עובדים זרים לענף הבנייה יבוצע על ידי משרד הבינוי והשיכון או מי מטעמו במדינת המוצא של העובדים, ולקראת שינויים צפויים בנספחים המקצועיים של ההסכמים בין המדינות אשר יכללו ביצוע הכשרות
