1. מערכת ה-GIS הקיימת נבנתה בהתאמה לבסיסי הנתונים של חברת מפה. במפרט מכרז ה – GIS על פיו פועלת המערכת הנוכחית ( מכרז 01/19) מצוין במפורש שפיתוח המערכת יתבסס על נתוני חברת מפה. לפיכך, לא ניתן לחייב את החברה שפיתחה אותו להסב את המערכת לבסיס נתונים אחר. 2. כפי שהוסבר לעיל, מערכת ה-GIS הקיימת תמשיך לפעול עד להחלפתה במערכת החדשה שתוקם. 3. לאור זאת, האלטרנטיבה היחידה שקיימת, היא המשך השימוש בבסיס הנתוני
