ועדת הפטור המשרדית אישרה התקשרות עם חברת מספנות ישראל לאספנת הספינה הרב תכליתית שחר וזאת בהתאם לתקנה 3(29) "ספק יחיד" בנסיבות העניין מהנימוקים הבאים: 1א.גודל הספינה הינו כ- 15 מטר והיא מורשית לשיט חופי בלבד בישראל. הספינה לא מורשית להפליג לחו"ל ועלות השינוע של הספינה לקפריסין מכפילה את העלויות ולכן היא לא רלוונטית. לאור האמור אנחנו נדרשים לבצע את האספנה בישראל. ב.אין בישראל עוד מספנה המאפשרת ביצוע
