עד להקמת SOC עצמאי ע"י המשרד ועדת הפטור המשרדית אישרה התקשרות עם רשות שדות תעופה כ"ספק יחיד" לתקופה של שישה חודשים + אוםציה לחודשיים נוספים. רש"ת מתפעלת את ה-SOC עבור משרד התחבורה בשנה וחצי האחרונות .לא ניתן להתנתק מהשירות של רשות שדות התעופה באופן מידי ללא תקופת הגירהמסודרת. ההגירה תהיה לפתרון עצמאי מבוסס התקשרויות מרכזיות. לנוכח האמור למשך תקופה זו רק רש"ת יכולה לספק את השירותים שכן כל פתרון אחר
