עקב שלושה אירועים חריגים אשר התרחשו במהלך השבוע האחרון, עולה צורך דחוף ומידי בשימוש באמצעים נוספים לתיקון פירצת האבטחה, במחלקות א' ו-ב'. במסגרת הסכם התקשרות קיים עם חברת ליד בקרה שאושר כספק יחיד בתחילת שנת 2021 – רכישה והתקנה של אמצעים נוספים אינה נכללת בהסכם. ועדת המכרזים המליצה לוועדת הפטור לאשר את ההתקשרות עפ"י תקנה 3 (2) – התקשרות דחופה למניעת נזק של ממש בשל הצורך במניעת אירועים חריגים נוספים.
