הארכת התקשרות עם האגודה לקידום החינוך לצורך הפעלת פנימית עין כרמית .כפר הנוער עין כרם הינו נכס בבעלות המדינה. הכפר הופעל ככפר נוער ממשלתי עד אמצע שנות ה-90 . ביום 31 אוגוסט 1993 החליטה הממשלה בהחלטתה מס 1831 על הפרטת הכפר. לאור זאת , ביום 16 ינואר 2000 נחתם הסכם בין המדינה לבין האגודה לקידום החינוך על הפעלת הפנימיה . ההסכם נכרת לתקופה של 5 שנים עם אופציה להארכה ב 5 שנים נוספות . בהסכם שנחתם נקבע כ
