בהמשך לוועדת הפטור המשרדית מ- 9.7.14 אשר אישרה את ההתקשרות עם האוניברסיטה העברית לקיום אולפו קיץ המהווה תנאי מחייב ומקדים להשתתפות במכינה (תוכנית יסוד), במסגרת תוכנית מסע , לפי תקנה 3(29) לתקנת חוק חובת המכרזים. תקופת ההתקשרות שאושרה - מחזור קיץ 2014 + 3 מחזורים נוספים (בהתניה שתאושר אופציה במערכת מנוף) מבקשים לאשר את מימוש האופציה הראשונה להמשך התקשרות
