בהתאם לתקנה 5א(ב) לתקנות חובת המכרזים. המתכננים נבחנו בהתאם לאמות המידה שקבעה הוועדה. נבחנו שלושה מתכננים. הוועדה בוחרת את ג.ב מהנדסים יועצים בע"מ, אשר קיבל ציון משוקלל גבוה על פי אמות המידה שנקבעו כאמור ובהתאם להמלצת המהנדס הראשי במרכז הרפואי. לאור האמור, וועדת המכרזים מאשרת פטור להתקשרות עם מתכננים בהתאם לתקנה 5א לתח"ם.
