ועדת המכרזים אישרה להתקשר עם החברה לחינוך ימי לצורך הפעלת ביס החקלאי ראמה ללא מכרז מכיוון שהחברה מוגדרת כזרוע ביצוע של משרד החינוך לצורך מתן שירותי חינוך בתחומי החינוך הימי. ביום 31 בדצמבר 2007 נחתם עם החברה לחינוך ימי חוזה להפעלת כפר הנוער ראמה מיום 1.9.2007 ועד ליום 31.8.2012 . החוזה המקורי נשא תוקף של 5 שנים ולא צויין מתן אופציה להארכה. הצדדים האריכו את ההתקשרות מעבר לתקופה זו בדרך של התנהגות ב
