משרד ראש הממשלה מבקש לרכוש ולשכור (בהתאם לעניין) רישיונות למוצרי חברת מיקרוסופט לשימוש המשרד והיחידות שאותן הוא מייצג במסגרת הסכם הרישוי (ראה להלן), וכן לחדש את זכאותו לשדרוג גרסאות תוכנה (SA) למוצרי החברה שנרכשו בעבר, והכל באמצעות הצטרפות להסכם שחתמה ממשלת ישראל עם החברה לתקופה של 3 שנים, החל מיום 1 בינואר 2016 ועד ליום 31 בדצמבר 2018, בהתאם להוראת השעה מ.16.2.3, שפורסמה ב-17 בנובמבר 2015.
