רשות הגז הטבעי, במשרד התשתיות הלאומיות, האנרגיה והמים (להלן: הרשות), מבקשת להתקשר עם חברת חנל חברת הנפט לישראל בעמ (להלן: חנל) כספק יחיד לתפעול מאגר זוהר. החזקה במאגר הגז הטבעי שדה זוהר (להלן: המאגר) ניתנה, בשנת 1961, לחברת נפטא חברה ישראלית לנפט בעמ (להלן: נפטא) לפי חוק הנפט, תשיב- 1952(להלן: חוק הנפט). בהתאם להוראות חוק הנפט חזקה זו ניתנת להארכה לתקופה נוספת של עשרים שנה. חברת נפטא הפיקה, באמצעו
