ועדת הרכישות המשרדית ממליצה לוועדת הפטור בחשכל לאשר התקשרות בפטור ממכרז עם הסוכנות היהודית, להפעלת התכנית פותחים עתיד ב - 23 ישובים עפי הרשימה ההמצב, לתקופה 1/11/14 - 31/8/15, בהיקף כולל של 22 מיליון שח כאשר מסך זה השתתפות המשרד בסך של 11 מיליון שח וחלקה של הסוכנות 11 מיליון שח. התוכנית מיועדת לנוער בסיכון נשירה ומטרטה ליישום חוק לימוד חובה בערים בהן יש נשירה גדולה ממערכת החינוך.
