1. מנהל הסיעוד מעודד סטודנטים להצטרף ללימודי סיעוד וזאת על מנת לתגבר כניסה של אחיות חדשות למערכת הבריאות. 2. עיקר המאמצים מושקעים בתוכנית לימוד להסבת אקדמאים. תכניות אלו מתוקצבות על ידי המשרד כך שלדוגמא סטודנט שהחל את לימודיו בשנת 2020 מקבל מלגה כהלוואה בגובה של 50% משכר הלימוד, אותה יידרש להחזיר כחצי שנה מיום סיום לימודיו. לחילופין, יכול הסטודנט לעבוד במוסד רפואי ציבורי למשך שנתיים בהתאם לוויסות
