בעקבות החלטת הממשלה על העברת הרשות לזכויות ניצולי השואה ממשרד האוצר אל המשרד לשוויון חברתי, המשרד נערך לקליטת כלל המערכות של הרשות. בסיס הנתונים של הרשות מנוהל כיום במערכת אורקל (Oracle) שאינה קיימת ברשות המשרד. מכיוון שאין כל אפשרות מעשית להחלפת המערכת, המשרד נדרש לרכוש רישוי למערכת אורקל על מנת לקלוט את המידע והנתונים מהרשות אל המשרד as is. מבדיקת הצוות המקצועי של המערכת והנפחים כפי שקיימים ומתו
