没有单一的强制格式，但惯例已成定式。以下是每份强有力的说明书都具备的四个部分、必须写入的公司数据，以及如何把它控制在一页之内。

为什么选你，而不是同样能做这项工作的其他供应商。列出具体优势 —— 资质认证、细分专长、安全许可、业绩记录 —— 而非形容词。这正是合同官会记住的那一句话。
合同官采取行动所需的标识与代码：你的 UEI 和 CAGE 代码、你主要的 NAICS 与 PSC 代码、任何社会经济类资质认证，以及联系方式。有了这些，他们才能核实并联系到你。
一页是惯例，自有其道理：合同官会快速筛选大量供应商，初次接触时不会去读一本宣传册。一页的篇幅逼你把最强的资质放在前面，砍掉冗余内容。

能力说明书只有对准真实需求时才管用 —— 那些你确实有胜算的 NAICS 代码、机构与合同类型。泛泛而谈的说明书会被无视。

来自 SAM.gov 的唯一实体标识（UEI）和 CAGE 代码、你主要的 NAICS 与 PSC 代码、任何社会经济类资质认证（如适用的小型企业、8(a)、HUBZone、SDVOSB 或 WOSB），以及联系你的方式。DUNS 编号已不再使用 —— 它于 2022 年被 UEI 取代。
