לאישור פנייה בעניין הקצאת קרקע לאגף מכס ומעמ לצורך הקמת משקף מכולות בנמל חיפה. מדובר בהקצאת שטח של כ- 25 דונם למדינת ישראל באמצעות הדיור הממשלתי להקמת מתקן לשיקוף מכולות והיא אחראית לפיתוח הקרקע, הקמת מערכי גישה, תשתיות וכו'. יתרת הקרקע (25 דונם) הוקצתה כעתודת קרקע להקמת משקף נוסף בעתיד (במידת הצורך). דמי החכירה השנתיים נקבעו בהתאם לשומת השמאי הממשלתי, המצב, לערך הקרקע כפי שנקבע בהקצאה בין מינהל מ
