שירותי ביקורות שוטפות על הבנקים למשכנתאות אשר מתפעלים את ההלוואות עבור המדינה. המדינה מעמידה הלוואות לצורך סיוע בדיור לזכאי משרד הבינוי והשיכון באמצעות שמונה בנקים למשכנתאות אשר נבחרו במכרז. הבנקים מחויבים לפעול בהתאם לכללים להעמדת הלוואות השיכון כפי שהוסדר בהסכמים בינם לבין החשב הכללי. יש צורך בפיקוח על פעילות הבנקים ועל עמידתם בהוראות ההסכמים וההוראות באמצעות מבקר מטעם המדינה.
