השרות המטאורולוגי מבקש להצטייד במערכת למדידת רוחות בגבהים נמוכים/בינוניים וברזולוציה גבוהה. על המערכת להיות קלה, ניידת, ובעלת יחידת אספקת כח סולרית ויכולת להעברת נתונים באמצעות תקשורת לא קווית, כך שניתן יהיה לפרוס אותה בקלות ובמהירות באתרים שונים ברחבי מדינת ישראל, ללא צורך בהכנה מוקדמת של תשתית לביסוס/אספקת מתח ותקשורת במקום ההתקנה. טווח המדידה הנדרש 30-200 מ' בחלוקה ל-10 גבהים לפחות.
