נוכח מיעוט המשתתפים (מציע יחיד) במכרז לבחירת חברת בקרה חדשה לרכבת, החליטה ועדת המכרזים בישיבתה מיום 17.11.2014 על ביטול המכרז בחבילת הרכבת ויציאה למכרז חדש, המכרז החדש צפוי להתפרסם בתחילת חודש אפריל. כאשר סיום התהליך המכרזי ובחירת זוכה חדש צפויים ברבעון השלישי של 2015, על כן נדרשת הארכה התקשרות בפטור ממכרז מול חברת בנצי כרמל-IRC-Pareto, וזאת על מנת שלא יווצר מצב שבו לא מתבצעת עבודת בקרה על פרויקטי
