ועדת הרכישות מליצה לוועדת הפטור בחשכל לאשר התקשרות עם עולמית שבבעלות הסוכנות היהודית, במסגרת פטור ממכרז לפי תקנה 3(19)(ג), להפעלת פרוייקט מורשה עפי החלטת ממשלה 4962 מ יום 22/7/12, במימון משותף, בהיקף כולל של 20 מליון שח, מזה חלקו של כל צד 10 מיליון שח. ההתקשרות כוללת ביצוע סיור לימודי חוויתי לסטודנטים יהודים בתפוצות. מטרת הפרויקט קירוב סטודנטים יהודים בתפוצות למדינת ישראל ולעם היהודי , חיזוק זיקתם
