נהג מוגדר כנהג חדש בשנתיים הראשונות לאחר קבלת רישיון הנהיגה. נהג חדש - שטרם מלאו לו 24 שנים ועבר בהצלחה את המבחן המעשי )טסט( - ייחשב לנהג חדש צעיר, ויקבל היתר נהיגה לתקופה של שישה חודשים. ההיתר מחייב צבירת ניסיון על ידי נהיגה עם נהג מלווה למשך כל תקופת ההיתר, ומתן רישיון נהיגה מדורג. בהתאם לתכנית רישיון נהיגה מדורג שנקבעה בתקנות התעבורה, תשכ"א- 1961 , חובת הליווי תחול לתקופה של שישה חודשים מיום קב
