משרד התיירות הינו המשרד שאמון על קידום התיירות הנכנסת לישראל ותיירות הפנים בתוך המדינה. מטרתו היא להגדיל את מספר צרכני שירותי התיירות בישראל וכתוצאה מכך להגדיל את היקף הפעילות הכלכלית ואת התעסוקה במשק. בעקבות מלחמת "חרבות ברזל", נפגעה תעשיית התיירות באופן קשה ביותר, עקב עצירה כמעט מוחלטת של כניסת תיירים לארץ ועקב ביטול טיסות רבות. כמו כן, המלחמה פגעה בצורה קשה בתיירות הפנים. נוכח האמור ולאור חשיבו
