בקשה לפטור ממכרז מס' 23400 נקלטה במערכת מנוף בתאריך 24/12/2006 . הבקשה היתה למתן פטור ממכרז פומבי (בהמשך לפטור מס' 20483) ולהתקשרות עם חב' טי.טי.וי ועומר הפקות לצורך הפקת תוכניות המועדון לחינוכית 1+23 ולחינוכית 2 לשנת 2007 כולה. מאז חלפו למעלה מ- 28 ימים ולא נתקבלה כל תגובה ולכן - הוועדה, עפי תקנה 12 (ג) אישרה את החלטתה למתן פטור ממכרז ולהתקשרות עם חב' טי.טי.וי הפקות כאמור לעיל.
