Tenders in Kenya: where they are published, and which counties and suppliers win

By 10 min read

Tenders Kenya searches lead to many portals. Kenyan public entities publish awards on the Public Procurement Information Portal (PPIP, tenders.go.ke). They run tenders on the e-Government Procurement system (e-GP, egpkenya.go.ke) and post notices on their own sites. This guide shows where to look and what each source holds. It also shows who won the 31,951 contract awards that Kenyan buyers published on PPIP from January 2024 to June 2025.

Tenders Kenya: where to find government tenders

PPIP is where Kenya publishes procurement information. The Public Procurement Regulatory Authority (PPRA) built it after Executive Order No. 2 of 2018, which asked for "publication of all procurement information including tender notices, contracts awarded, suppliers and their directors" (PPRA).

e-GP is where most Kenya government tenders now run. The National Treasury told suppliers that "as from 1st July 2025 all government procurement will be through the e-Government Procurement" system, and that suppliers "are required to self-register on the e-GP portal" (National Treasury notice). In September 2025 the High Court suspended the mandate while a case was heard, and buyers had to accept paper bids too (Capital FM). We could not confirm the final ruling. PPRA says it "will continue to publish all procurement related information" on PPIP (PPRA Circular 02/2025).

Open tenders in Kenya and latest tenders in Kenya appear first on e-GP and on the buyer sites. Awards appear on PPIP. Paid aggregators collect the open lists in one place; we cover awards: who won, from whom, and how often.

Kenya Power tenders and supplier registration

Kenya Power lists its tenders at kplc.co.ke/tender in four tabs: open tenders, AGPO tenders, framework contracts and consultancy. Each entry shows the reference number, the pre-bid date and the closing date. The list is public; to apply, you register as a supplier through the site's eProcurement link.

Kenya Ports Authority tenders and Kenya Pipeline tenders

Kenya Ports Authority sends bidders to its suppliers portal from its procurement page. The page lists open national and open international tenders, tenders reserved for women, youth and persons with disabilities, restricted tenders and intention notices.

Kenya Pipeline Company keeps its tenders in a “Careers & Tenders Management System” at kpc.co.ke. We could see only its login form, so plan to register before you read the list.

Kenya Revenue Authority lists its tenders and expressions of interest at kra.go.ke/tenders, with the release date and the last date for bids.

Ministry of Health Kenya tenders

The Ministry of Health lists its tenders at health.go.ke/tenders with the tender number, the description and the closing date. In our PPIP data, the Kenya Medical Research Institute published 378 contract awards from January 2024 to June 2025, and the Kenya Medical Supplies Authority 174. The State Department for Public Health and Professional Standards published 169, and Moi Teaching and Referral Hospital 126.

ICT tenders Kenya: the ICT Authority

The ICT Authority lists open, closing and archived tenders at icta.go.ke/tenders. It also publishes its contract awards and its prequalification list there. In our PPIP data, at least 1,184 of the 31,951 awards bought computers, other ICT equipment or software. Most of them are hardware: in a check of 30 such awards, 27 bought laptops, desktops, printers or network equipment, and 2 bought software.

Construction tenders in Kenya

Works are about one award in six. Building and civil works hold 3,148 of the 31,951 awards (10%), and road works hold 2,102 (7%). Most of the other awards buy goods and services: stationery, food, toner, tyres, cleaning, insurance, vehicle repairs, air tickets and conference venues.

Works are where the large contracts are. The median award for building and civil works was KES 2.5 million, and for road works KES 4.0 million. The median of all awards was KES 417,600. The Kenya Rural Roads Authority (KeRRA) published 1,661 awards, more than any other Kenyan buyer, and lists its notices and registered contractors at kerra.go.ke. A construction contractor needs National Construction Authority registration and a valid practising licence (NCA).

Which counties publish the most contract awards

County governments and county assemblies published 6,880 awards on PPIP in the 18 months. Makueni published 799, Nakuru 489, West Pokot 455, Migori 406 and Kitui 363. Embu and Samburu published 2 each, Machakos 4, and Isiolo and Kisii none.

Who wins tenders in Kenya

The biggest publishers are national agencies, a sugar company and colleges. After KeRRA come South Nyanza Sugar Company (1,095 awards), Masinde Muliro University of Science and Technology (827) and The Meru National Polytechnic (821).

Kenya's winners are spread wide. 12,912 suppliers won at least one award, and 62% of them won exactly one. The top 1% of suppliers won 19% of the awards. Only 7 suppliers won more than 100 awards, and together they hold 4% of the total.

The suppliers with the most awards sell travel and hotel services. Longrock Tours & Travel won 365 awards from 31 buyers, African Touch Safaris 234, Kaylan Travel 142 and Lake Naivasha Resort 131. The first construction firm is Frapert Construction with 156 awards from 46 buyers. Travel, venues and events are 13% of all awards, so many small orders add up to the highest counts.

What a Kenyan public contract is worth

The median award on PPIP was KES 417,600. Half of the 31,951 awards were worth less, and half were worth more. The median hides large differences between kinds of purchase and between buyers.

What the award buysAwardsMedian award (KES)
Road works2,1024,036,568

Computers, ICT and software1,184447,750
Other supplies and services21,344318,650
Travel, venues and events4,173110,000

Buyers differ even more. KeRRA's median award was KES 4.4 million and Nakuru County's KES 2.2 million. PC Kinyanjui Technical Training Institute's median was KES 32,540, and the National Transport and Safety Authority's KES 43,140. A small supplier finds many first contracts at colleges and agencies with small medians.

For the whole country, PPRA reports the totals. In 2023/24, 1,121 entities reported 34,224 contracts worth KShs 262.8 billion (PPRA). Fewer entities reported in 2024/25, so PPRA's totals for the two years do not show a trend.

What changed on PPIP in July 2025

The award notices we collect from PPIP fell from 1,602 in June 2025 to 17 in July 2025, the month e-GP became mandatory. They came back slowly: 669 in January 2026 and 1,938 in June 2026. That is why this guide uses January 2024 to June 2025 for every number except this chart.

AGPO: tenders reserved for youth, women and persons with disabilities

The law reserves at least 30% of public procurement for these groups. The Public Procurement and Asset Disposal Act 2015 says that procurement planning "shall reserve a minimum of thirty per cent of the budgetary allocations for enterprises owned by women, youth, persons with disabilities and other disadvantaged groups" (section 53(6), Kenya Law). Section 157(10) repeats the 30% for each financial year.

Entities reserve less than that. PPRA found that procurement plans reserved 18.5% of budgets in 2024/25, against the 30% minimum. Entities reported KShs 24.7 billion of awards to the three groups: 47% to women, 40% to youth and 12% to persons with disabilities (PPRA annual reports).

Who qualifies (agpo.go.ke):

  • Youth: aged 18 to 34. A company qualifies when at least 70% of its shareholders are in that age group.
  • Women: at least 70% of the shareholders and a majority of the directors are women.
  • Persons with disabilities: at least 70% of the shareholders, and a majority of the directors are persons with disabilities.

What the certificate gives you. An AGPO certificate is valid for two years and you can renew it every two years, up to ten years (regulation 156, Regulations 2020). In reserved tenders you do not give tender security; you sign a Tender Securing Declaration instead (regulation 155). Payments go to an account where a youth, a woman or a person with a disability is a mandatory signatory (section 157(11)).

How to register and bid

  1. Register your business with the Business Registration Service.
  2. Get your KRA PIN.
  3. Get a Tax Compliance Certificate on iTax. It is valid for 12 months (KRA).
  4. Register with the National Construction Authority if you sell construction works.
  5. Apply for an AGPO certificate if your business qualifies.
  6. Register as a supplier on e-GP at egpkenya.go.ke.
  7. Register with the buyers you want to sell to. Entities renew their supplier lists every two years (regulation 44(3)).
  8. Read the tender document. PPRA publishes the standard tender documents at ppra.go.ke.
  9. Prepare the tender security if the tender asks for it. The Act caps it at 2% of the tender value (section 61(2)(c)).
  10. Check the buyer's past awards before you price your bid.

For AGPO registration, PPRA lists these documents: identity cards or passports, the business registration certificate, the PIN or VAT certificate, the tax compliance certificate, and for companies the memorandum and articles and the CR12 (PPRA).

How we counted the Kenya awards

  • One record is one contract award published on PPIP: a buyer, a supplier, a date and an amount in Kenyan shillings.
  • Every number except V4 uses 1 January 2024 to 30 June 2025, the 18 months before the e-GP change.
  • We checked for awards that our import stored twice. Kenya has none in this period.
  • Counties: we added up the awards of each county government and county assembly. County companies, such as water companies, are not in the county totals.
  • What an award buys: our sector labels come from keywords, and for Kenya they do not work well. In a check of 60 awards labelled construction, 11 were works, and most of the others were supplies. So this guide groups the awards by words in each description. Examples: "construction", "renovation" and "borehole" for works, road names and road numbers for roads, and "air ticket", "conference" and "venue" for travel. The ICT group uses our IT label, which passed the check.
  • A hand check of 30 to 50 awards per group found 94% to 98% in the right group. About one in ten of the other awards belongs to a group but uses none of its words. So each group count is a lower bound.
  • Amounts are the values in the award notices. Some are the ceiling of a framework contract, so the money paid can be lower.
  • The snapshot date is 2 October 2026. This research is based on the award data behind Sell to State.
