מדינת ישראל כחברה בארגון התעופה הבינלאומי ICAO התחייבה לעמוד בכל הסטנדרטים הבינל בתחום התעופה האזרחית שהוגדרו על ידי הארגון. בהתאם לכך, רתא מחויבת בהכשרת מפקחיה בהתאם לסטנדרטים בינל לביצוע תפקידם. כחלק מעבודת הפיקוח יש דרישה מקצועית לאימון המפקחים העוסקים בתעבורה אווירית באגף תשתיות תעופתיות לצורך שמירה על כשירותם המקצועית, במתקן מדמה טיסה סימולטור לצורך אימונם.
