כחברה בארגון התעופה הבינל ה- ICAO מדינת ישראל התחייבה לעמוד בכל הסנטדרטים הבינל שהוגדרו ע,י הארגון. בהתאם לנספח 19 לאמנת שיקגו והוראות ארגון התעופה הבינל ה- ICAO רתא התחייבה לפקח על נושא מערכת ניהול הבטיחות בחברות התעופה הישראליות. בהתאם לכך, רתא מחוייבת בהכשרת מפקחיה בהתאם לסטנדטרטים הבינל לשם ביצוע תפקידם. משכך רתא החליטה להתקשר עם גופי הדרכה המוסמכים לפי ה ICAO במסגרת TRAINER PLUS לשם הכשרת מפק
