נדרש לרתא שירות של פרויקטור חיצוני לשם ביצוע משימה של הכנת תרשימי מכשולים ופני השטח, בהקשר של התעופה האזרחית. הצורך בשרות זה נובע מדרישות ארגון התעופה הבינלאומי במונטריאול- ICAO (להלן- ICAO) המפורטות בנספח 4 לאמנת התעופה שנחתמה בשיקגו בשנת 1944 (להלן- האמנה) לפיהן נדרשות רשויות התעופה לפרסם תרשימים של פני הקרקע ומכשולים (להלן - Type-A) בסביבות שדות תעופה בהם מתבצעת תעופה אזרחית בינלאומית. נימוקים
