בהתאם לתקנות הטיס (כלי רחיפה) התשעה 2015 רתא נדרשת להעניק רישיונות למפעילים של כלי רחיפה הפועלים באופן מסחרי או כמדריכים (רחפנים). רישיון רחפן כולל 2 הגדרים- הגדר הפעלה והגדר סוג כלי הרחיפה. תהליך הרישוי כולל בחינה עיונית ומעשית וכן אישורים בדבר הכשרה וניסיון. יש להשלים את תהליכי הנהלים וכתיבת המבחנים לשם בדיקת בקשות לרישוי מבחנים באמצעות אגף רישוי ברתא עד לחודש אוקטובר 2015. לצורך זה יש לכתוב מאג
