א. חוק הגז הטבעי, התשס"ב-2002 (להלן - החוק) קובע חובת רישוי לפעילויות במשק הגז הטבעי, וביניהן הקמה והפעלה של רשת חלוקה או חלק ממנה. לאחר חלוקת הארץ לשישה אזורי חלוקה נבחר לכל אזור בעל רישיון וזאת לאחר זכייתו בהליך מכרזי והוא פועל באופן בלעדי באזור לו ניתן הרישיון, דהיינו הוא מהווה מונופול אזורי באותו אזור. ב. כאמור, רשת החלוקה מורכבת למעשה משש רשתות חלוקה נפרדות, שהן חברות SPC- חברות ייעודיות לחלו
