משרד האוצר ומשרד התמת מעוניינים לפנות לבנקים להסדרת מתן הלוואות עי הבנקים ליצואנים ישראלים, וכן לניהול ההלוואות וגבייתן. הבחירה בין הצעות הבנקים תתבצע על בסיס ההתמחרות על הסכום שיעמיד הבנק לצורך מתן ההלוואות ביחס לפיקדון שתעמיד הממשלה כבטוחה לאותן הלוואות. שיעור הפיקדון מקסימלי הוא 17% מסך כל הלוואה.
