Procurement term

TED (Tenders Electronic Daily)

The EU's official online procurement journal where all above-threshold contract notices, award notices, and related publications must be published.

Tenders Electronic Daily is the supplement to the Official Journal of the European Union dedicated to public procurement. It publishes around 700,000 procurement notices per year from EU member states, EEA countries, and certain third countries participating in the WTO Government Procurement Agreement. All public contracts above EU threshold values — approximately €140,000 for central government services and €5.4 million for works — must be published on TED.

TED provides free access to procurement notices via the Europa.eu portal and offers data export, API access, and e-mail alert subscriptions. The notices are published in all 24 EU official languages, with mandatory fields translated automatically. The recent transition to the eForms standard (required from October 2023) improved data machine-readability and introduced new notice types.

For vendors targeting EU markets, TED is the authoritative source of opportunity data. Its breadth — covering 30+ countries — makes it uniquely valuable for pan-European pipeline management. However, TED is a data source, not a submission portal; actual tender submission happens through national or authority-specific e-procurement platforms. Savvy vendors complement TED monitoring with national portals (e-PRIOR, Finden.at, Mercell, Peppol-connected portals) for below-threshold and early-stage opportunities not yet on TED.

Example

A UK data analytics firm, post-Brexit, monitors TED daily for CPV 72316000 (data analysis services) opportunities in France, Germany, and the Netherlands accessible under GPA rules.
