e-Procurement / e-GP (Electronic Government Procurement)

The use of digital platforms and electronic systems to manage the full public procurement cycle, from notice publication through tender submission to contract management.

e-Procurement encompasses the full digitalization of public procurement processes. At minimum it includes electronic publication of notices and electronic tender submission; at its most comprehensive it covers e-catalogues, e-ordering, e-invoicing, and spend analytics. The term e-GP (electronic government procurement) is preferred by development institutions such as the World Bank when discussing national-level digital procurement reform programmes.

Countries vary enormously in their e-GP maturity. The EU mandates fully electronic tender submission above thresholds, and member states operate portals such as TED, Peppol-connected national platforms, and single-market portals. By contrast, many developing economies are still transitioning from paper-based systems to basic e-tendering platforms, often with World Bank or ADB technical assistance.

For vendors, e-procurement competence is now a prerequisite. Suppliers must maintain active accounts on multiple country and authority-specific platforms, understand digital submission formats (PDF, XML, e-signature requirements), and maintain secure access. A common pain point is platform fragmentation: a vendor targeting contracts across ten countries may need accounts on twenty or more separate portals. Aggregator tools and procurement alert services help, but platform-specific submission requirements still demand manual attention.
