How to find and win government tenders in Russia.
Russia's federal procurement system is governed by Federal Laws 44-FZ and 223-FZ and published on Zakupki.gov.ru, the unified information system (EIS) that aggregates notices from all federal, regional, and municipal contracting authorities. This guide explains how to navigate EIS, register as a supplier, and compete for contracts.
Four steps to your first Russia government contract.
1
Register in the Unified Supplier Register (EIS)
To bid on 44-FZ contracts, suppliers must register in the EIS supplier register via the Gosuslugi portal. Legal entities need a qualified electronic signature (KEP) issued by an accredited Russian certifying authority.
2
Find tender notices on Zakupki.gov.ru
The EIS search lets you filter by OKPD2 product code, region, contracting authority, procedure type, and contract value. Both 44-FZ (budget agencies) and 223-FZ (state-owned enterprises) notices appear on the same platform.
3
Submit your bid through an accredited electronic trading platform (ETP)
Most competitive procedures run on one of the eight federally accredited ETPs (e.g. Sberbank-AST, RTS-Tender). Bids are submitted there, not directly on EIS. Ensure your KEP is valid and your account is active on the relevant ETP.
4
Monitor award outcomes and contract execution
EIS publishes protocols, award decisions, and signed contracts. Reviewing competitor pricing and award patterns helps calibrate bids for similar future procedures.

Search Russia government tenders
Zakupki.gov.ru (EIS) is the mandatory publication platform for all Russian public procurement. Federal Law 44-FZ governs purchases by budget-funded state bodies; Federal Law 223-FZ covers commercial procurement by state corporations and majority state-owned enterprises. Both regimes require publication on EIS, making it a single window for the full Russian public-sector market.
Domestic Russian legal entities and sole traders with a KEP can register and bid. Foreign legal entities face significant restrictions: 44-FZ contains national preference rules that apply discounts to foreign goods in price evaluations, and some product categories are closed to foreign supply entirely. International suppliers should assess applicable restrictions category by category before bidding.
The volume of notices on EIS is very high, spanning hundreds of thousands of active procedures at any time. Sell to State indexes Zakupki.gov.ru data, with plain-English search and saved tender searches with a daily email alert.
