🇳🇱 Netherlands · Government procurement
How to find and win government tenders in the Netherlands.
TenderNed (tenderned.nl) is the Netherlands' single official platform for publishing and managing public procurement notices. All Dutch contracting authorities — from national ministries to municipal governments — are required to publish above-threshold contracts there. This guide covers the TenderNed workflow from account setup to contract award.
Four steps to your first Dutch government contract.
1
Create a supplier account on TenderNed
Register at tenderned.nl using your Chamber of Commerce (KvK) number if you are Dutch-based, or an equivalent foreign business registration. The account is free and gives you access to tender documents and submission functionality.
2
Search and filter tenders by category and buyer
Use TenderNed's search filters to narrow by CPV code, publication date, contracting authority, or contract type. Above EU thresholds, notices also appear on TED; below-threshold contracts may be published only on TenderNed or the buyer's own platform.
3
Download documents and submit your electronic bid
Download the aanbestedingsdocumenten (tender documents), prepare your technical and financial offer, and submit entirely through TenderNed before the stated deadline. Late or paper submissions are not accepted.
4
Track award notices and request a debrief
Contract awards are published on TenderNed. If unsuccessful, you may request a written explanation of the award decision from the contracting authority within the standstill period before the contract is signed.

Search Netherlands government tenders
TenderNed is operated by the Dutch government and serves as the mandatory publication channel for public procurement notices. Both the Aanbestedingswet 2012 (Public Procurement Act) and the applicable EU directives require contracting authorities to use it. The platform handles the full tender lifecycle: notice publication, document distribution, Q&A, bid submission, and award publication.
EU suppliers can participate in Dutch public procurement on equal terms with Dutch companies. Non-EU suppliers are generally admitted but should check for restrictions in sensitive sectors. The Netherlands has a strong tradition of open and competitive procurement, and Dutch buyers frequently split larger programs into lots to encourage SME participation.
Although TenderNed consolidates most Dutch notices, some lower-value contracts and framework mini-competitions are handled off-platform. Sell to State indexes publicly available Dutch procurement data, with plain-English search and saved tender searches with a daily email alert.
