How to find and win government tenders in Croatia.
Croatia's public procurement is conducted through EOJN, the Electronic Public Procurement Bulletin operated at eojn.nn.hr by the Official Gazette. As an EU member state, Croatia follows EU procurement directives, meaning many larger contracts also appear in the EU's TED database. This guide covers how EOJN works, who can bid, and how Sell to State helps you find and track Croatian opportunities.
Four steps to your first Croatia government contract.
1
Register on EOJN
Create a supplier account at eojn.nn.hr. Croatian companies use their OIB tax number; EU and other foreign suppliers register with equivalent business identification. Registration gives access to tender documents and electronic submission.
2
Search for open tenders
Browse EOJN by CPV code, contracting authority, or procedure type. EU-threshold contracts are also published in TED. Sell to State indexes Croatian procurement data so you can search across all active opportunities in plain English.
3
Submit a compliant bid
Download the tender dossier, prepare your technical and financial offer, and submit electronically through EOJN before the deadline. Croatia requires e-submission for all above-threshold procedures under EU rules.
4
Track awards and pipeline
Contract award notices are published on EOJN (and in TED for EU-threshold contracts). Save the search and turn on its alert: once a day, we email you the number of new open and awarded tenders that match it.

EOJN (eojn.nn.hr) is Croatia's official electronic public procurement bulletin, managed by the Narodne Novine Official Gazette. All Croatian contracting authorities — ministries, agencies, counties, cities, and utilities — are required to publish procurement notices, tender documents, and award decisions there. As an EU member state since 2013, Croatia applies EU procurement directives directly, and contracts above EU thresholds are simultaneously published in the EU's Tenders Electronic Daily (TED).
EU member state suppliers enjoy equal access to Croatian public tenders by law. Non-EU suppliers can also participate in most open procedures, subject to the qualification conditions set in each tender. Tender documents are in Croatian; EU-threshold notices include summaries in other EU languages. Croatia is an active GPA (WTO Government Procurement Agreement) signatory, which extends access rights to suppliers from GPA member countries.
Between EOJN and TED, Croatian procurement generates a high volume of notices. Sell to State consolidates Croatian tender data, with plain-English search and saved tender searches with a daily email alert.
