🇨🇴 Colombia · Government procurement

How to find and win government contracts in Colombia.

Colombia conducts public procurement through SECOP II (colombiacompra.gov.co), the second-generation electronic contracting system managed by Colombia Compra Eficiente (CCE). This guide explains how to access SECOP II, find relevant tenders, submit compliant bids, and monitor contract awards.

Four steps to your first Colombia government contract.

1

Register on SECOP II

Create a supplier account at colombiacompra.gov.co using your RUT (tax registration) and company legal documents. SECOP II replaced SECOP I for new processes; ensure your account is active on the current platform.

2

Search open procurement processes

SECOP II lists procurement processes across all modalities — public tender (licitación pública), abbreviated selection, merit contest, direct contracting, and minimum amount — published by national, departmental, and municipal entities.

3

Submit a compliant electronic bid

Access the process documents (pliego de condiciones) for each opportunity, prepare your technical and economic offer as specified, and submit through SECOP II within the published deadline. The platform manages the full bid lifecycle electronically.

4

Track awards and follow buyers

SECOP II publishes contract award acts and signed contract details. Analysing which suppliers win recurring buyers in your sector helps benchmark offers and plan pipeline.

🇨🇴 Live data

Search Colombia government tenders

SECOP II is Colombia's primary e-procurement platform, mandated for use by national and sub-national public entities under Law 80/1993 and its amendments. Colombia Compra Eficiente oversees the system and also manages the Framework Agreement catalogue (Tienda Virtual del Estado Colombiano), where entities buy standardised goods and services from pre-approved suppliers. SECOP II handles the full procurement lifecycle: notice publication, Q&A, bid submission, evaluation, award, and contract management.

Colombia's procurement law allows international company participation in open competitive processes. Foreign suppliers typically need to demonstrate legal existence and technical/financial capacity through equivalent documentation from their home country. Some contracts — especially larger infrastructure or services projects — may require a local joint-venture or consortium partner. Specific eligibility rules are stated in each pliego.

Colombia's government procurement spans an extensive buyer network across all 32 departments and hundreds of municipalities, in addition to national entities. Sell to State indexes SECOP II notices, with plain-English search and saved tender searches with a daily email alert.
