Water and sanitation is a fundamental public service and a major procurement sector in every country. The sector divides broadly into urban and rural procurement. Urban utilities typically run large framework agreements for network maintenance and call-off contracts for capital works, with procurement governed by national utility procurement regulations. Rural programs—often funded by multilateral development banks, bilateral donors, or climate funds—use standard competitive tendering under the funder's own rules, with a strong emphasis on community-level service delivery models.

Desalination has become a significant sub-sector in water-scarce regions (Middle East, North Africa, small island states), with major EPC and design-build-operate contracts. Water reuse and aquifer recharge are emerging procurement categories as cities adapt to climate stress. Vendors tracking this sector need to monitor both utilities' own procurement channels and donor project pipelines, which follow different publication schedules.
