Sector

Oil & Gas government tenders.

Exploration, extraction, refining, and pipeline services procured by state oil companies and energy ministries across hydrocarbon economies.

State-owned oil and gas companies (national oil companies, or NOCs) and energy ministries in hydrocarbon-producing nations are among the world's largest single buyers of industrial goods and services. Procurement covers the full upstream-midstream-downstream value chain: seismic survey and drilling services, wellhead equipment and completion tools, offshore platforms, pipelines, compressors, refineries, LNG liquefaction trains, fuel distribution infrastructure, and the full range of oilfield services from cementing to well testing. Even countries without significant reserves maintain procurement programs for fuel supply, petroleum storage, and pipeline network management.

Contracts in this sector are frequently large and long in duration. Drilling services are often let under master service agreements (MSAs) allowing multiple well-by-well call-offs. Major EPC contracts for refineries and LNG facilities are among the largest single procurement actions in any sector globally. In-country value (ICV) obligations—requiring that a specified proportion of contract spend be placed with local suppliers or invested in local workforce development—are central features of oil-sector procurement in Gulf states, Nigeria, Angola, Kazakhstan, and many other producing countries.

Vendors must navigate both commercial procurement rules and the regulatory environments of national oil companies, which vary considerably in transparency. Building relationships with NOC procurement departments, maintaining the required technical pre-qualifications (API standards, HSE certifications), and tracking tender issuances before formal publication are standard competitive practice.

Questions

What is oil & gas procurement?
Oil & Gas procurement is how public buyers — ministries, agencies, and state-owned enterprises — purchase goods and services in this sector through competitive government tenders. Vendors compete for those contracts by responding to published tender notices.
Who are the buyers in oil & gas?
Buyers are public-sector bodies that procure in this sector: government ministries, regulatory and operational agencies, and state-owned enterprises. Typical buyers include National oil companies (NOCs) and their subsidiaries, Ministries of Petroleum, Energy, and Natural Resources, State pipeline and transmission companies.
How do I find oil & gas government tenders?
Sell to State lists 416 procurement portals that publish oil & gas tenders; the country list on this page links to each country. In the 65 countries where we hold award notices, describe the work you sell in plain English and get tender IDs, buyers, values and dates.
How do NOC pre-qualification processes work?
National oil companies typically maintain approved vendor lists (AVLs) that are prerequisites for bidding on any tender. Pre-qualification involves submitting technical, financial, HSE, and quality management documentation against defined criteria. Registration must be renewed periodically. Starting the AVL process early—often 6–12 months before a target tender—is essential.
What is an in-country value (ICV) obligation?
ICV or local content requirements mandate that vendors spend a defined percentage of contract value on local goods, services, or workforce. Gulf states (particularly Saudi Arabia and the UAE) and African producers apply formal ICV scoring in award criteria. Vendors must demonstrate ICV plans at bid stage and report actual spend during contract execution.
What HSE certifications are mandatory for oilfield service vendors?
Common requirements include ISO 45001 (occupational health and safety), ISO 14001 (environmental management), and API product-specification licenses for equipment. Offshore vendors typically require IADC or IMCA membership for relevant services. Many NOCs apply their own HSE pre-qualification questionnaires with pass/fail thresholds.
Are state oil company tenders published on public portals?
Partially. NOCs in GPA signatory countries publish above-threshold tenders on national systems. Many NOCs, however, publish only on their own supplier portals or through direct invitation to pre-qualified vendors. Industry-specific services and aggregators monitor NOC bulletin boards and official gazettes to surface opportunities that do not appear on general e-procurement platforms.
How are exploration licensing rounds different from procurement tenders?
Licensing rounds are regulatory processes where governments award exploration and production rights to oil companies, not procurement of goods or services. They are conducted by ministries or petroleum authorities under petroleum legislation. Service vendors do not participate directly in licensing rounds but track them closely because awarded blocks generate future procurement demand.
