Agricultural procurement reflects governments' dual roles as direct buyers of inputs and services, and as agents for food security programs. Ministries of Agriculture purchase seeds, fertilizers, pesticides, and agricultural machinery for distribution to smallholder farmers as part of input subsidy schemes—a dominant procurement modality in sub-Saharan Africa, South Asia, and parts of Latin America. Donor-funded agricultural development programs (World Bank, IFAD, FAO) create a parallel procurement channel running through project implementation units, often with competitive international tendering for specialist inputs and advisory services.
