Government aerospace procurement spans military aviation (combat aircraft, transport aircraft, helicopters, unmanned aerial vehicles, and associated weapons and sensor systems), civil aviation infrastructure (air traffic management, airport development), satellite and space systems (earth observation, communications satellites, launch services), and maintenance, repair, and overhaul (MRO) of national aircraft fleets. Governments are by far the dominant buyers in the defense aerospace segment, and state-owned airlines and airport operators remain significant buyers in civil aerospace.
Major aircraft acquisition programs are among the largest and most politically significant procurement actions any government undertakes, typically running for decades from requirement definition through retirement. They involve complex industrial participation, technology transfer, and offset requirements, and are frequently procured government-to-government (G2G) rather than through commercial tender processes. The MRO segment is more commercially structured, with airframe, engine, and avionics maintenance contracted through competitive tenders or long-term performance-based logistics agreements.
The space segment is growing rapidly in government procurement as satellite-based services (earth observation for agricultural monitoring, climate tracking, disaster response, military reconnaissance) become mainstream government requirements. Commercial space access has lowered barriers, enabling governments beyond major space powers to procure satellite services and even sovereign satellite systems. New categories—space situational awareness, cybersecurity for space assets, in-orbit services—are emerging as procurement requirements.
