DUME (Documento Unico di Gara Europeo)
Italy's national digital implementation of the EU's ESPD, submitted through the ANAC e-procurement platform for Italian public tenders.
DUME is Italy's transposition of the European Single Procurement Document into its national e-procurement ecosystem managed by ANAC (Autorità Nazionale Anticorruzione). While functionally identical to the ESPD in purpose — allowing supplier self-declaration of eligibility — it is completed and submitted through Italy's national platform rather than the European Commission's tool.
The Italian implementation has several local features. The DUME integrates with Italy's national company registry (CCIAA) and tax authority data systems, enabling automated pre-population of some fields such as corporate registration details and tax compliance status. Contracting authorities in Italy typically embed the DUME requirement directly into their digital tender workflow on the platform.
For non-Italian vendors bidding on Italian public contracts, the DUME requires careful preparation. Foreign companies must manually enter information that Italian companies can retrieve automatically, and some sections refer to Italian legal concepts with no direct equivalent abroad. Translating the self-declaration to match Italian exclusion grounds (as defined by the Italian Public Contracts Code) is essential. Working with a local procurement consultant or agent is common practice for first-time bidders entering the Italian market.
